Due to the development of Internet technologies, banking products are actively developing, which allow making payments quickly and conveniently. By mobile number, via SMS, QR code, various mobile wallets and so on. Some banking products are popular among the population and are actively used in business.
Practically most of the cash turnover has moved to a cashless environment. Undoubtedly, the growth in the level of non-cash payments contributes to the reduction of the shadow economy in the country.
However, the turnover of non-cash payments used in business activities should be fiscalized and reflected in the tax reporting of entrepreneurs.
The state has created all the conditions for the comfortable development of business, about 1.2 million micro and small businesses are exempt from paying taxes on income for three years and a three-year moratorium on inspections is in effect.
At the same time, during the period of the moratorium, the business was expected to voluntarily comply with all applicable prescribed norms and rules and to direct the freed up funds from paying taxes to business development.
However, today there is a low level of cash discipline, namely, checks are not issued for the sale of goods, works and services. In the current year, within the framework of civil control, the state revenue authorities received more than 12 thousand complaints from the population of the country about not issuing checks for 5 months of this year.
Moreover, the banking products that have appeared began to be massively used in business as a tool to hide real turnovers, bank transfers are used to the address of unauthorized persons or are used by persons who are not registered as a business entity, thereby contributing to the development of shadow turnovers.
In this regard, the State Revenue Committee has developed a number of decisions on the division and fiscalization of such payments and transfers, which are being discussed with the National Bank of the Republic of Kazakhstan, the Association of Financiers of Kazakhstan and second-tier banks.
Also, the developed solutions provide for entrepreneurs to use accounts opened for entrepreneurial activity when paying for goods, works and services.
It should be noted that the proposed mechanisms will not affect transfers of individuals using transfers for personal purposes.
The State Revenue Committee encourages businesses to operate in an open and transparent manner, to comply with the prescribed norms and rules in a timely manner and independently, to reflect the real turnover and to use cash registers and issue checks for each sale.
